On September 22, the Party Committee of CNCEC CC11 held a study session on Xi Jinping's Party building thought and the ninth collective (expanded) study session of the Theoretical Learning Center Group. Zhu Wenjun, Secretary of the Party Committee and Chairman of the company, presided over the meeting and delivered remarks.

The meeting focused on studying the important article by General Secretary Xi Jinping published in Qiushi Journal, titled "Upholding and Fulfilling the Political Responsibility for Party Governance," along with the important discourse of General Secretary Xi Jinping on the reform, development, and Party building of state-owned enterprises, and Xi Jinping's important instructions on developing advanced manufacturing.

The meeting emphasized five key points. First, it is necessary to tighten the "master switch" of ideology and fully enforce the political responsibility for comprehensive and strict Party governance. The Party Committee should fully play its role in setting direction, overseeing the overall situation, and ensuring implementation, guiding Party members and leading cadres to firm up their ideals and convictions, and continuously strengthening the ideological foundation of taking, fulfilling, owning, and discharging responsibility. Taking the implementation of annual key tasks as a starting point, the company should strengthen standardized management and penetrating supervision to advance annual goals and tasks with high quality.

Second, it is necessary to earnestly carry out the "look-back" review of inspection rectification and use rectification results to drive development and improvement. The implementation of the "look-back" review should be regarded as the most important and urgent political task at present, and thoughts and actions should be aligned with the decisions and arrangements of the group Party Committee and the work requirements of the inspection team. Members of the Party Committee leadership should take the lead in deepening ideological understanding, accurately grasp the political connotation of the inspection rectification "look-back," continuously enhance the three political capabilities — political judgment, political understanding, and political execution — and promote the implementation of rectification with a serious, strict, and rigorous attitude and a pragmatic and solid work style.

Third, it is necessary to strictly adhere to the bottom line of discipline and rules and cultivate a clean and upright political ecosystem. Discipline and rules should be placed in the foreground, and the spirit of the Central Eight-Point Regulation and its implementation rules should be unremittingly implemented. Party members and cadres should be guided to focus their attention and energy on project execution, development promotion, and risk prevention. The institutional cage should be tightened to continuously purify the political ecosystem and foster a clean atmosphere conducive to entrepreneurship, providing strong disciplinary guarantees for the company's high-quality development.

Fourth, it is necessary to strengthen risk prevention and control, firmly guard the safety bottom line, and strive to achieve the company's annual operational goals. Safety production responsibilities should be fully enforced, hidden danger investigations and rectifications should be carried out in depth, and the safety production defense line during the "double festivals" period should be resolutely safeguarded. Various risks in safety, finance, and compliance should be systematically managed, and on-duty shifts and emergency response should be strengthened to ensure continued stability in the company's safety production situation.

Fifth, it is necessary to continuously deepen reform and innovation and enhance organizational efficiency. The company should promote technological innovation and digital transformation, implement the new development philosophy, and prioritize innovation. Focus should be placed on the application of technologies such as factory prefabrication, modular installation, and automated welding to address pain points in on-site construction efficiency and quality, and broaden future development space. The company should uphold the reform-oriented approach, break away from outdated thinking, stimulate development vitality through reform, and ensure that established development goals are fulfilled.
